Help me with moisture in doors

On the bottom of the door panels in jeep cherokees, there is a build up rust, I am guessing this is because of a build up of moisture after a while, it will start to rust. Before putting down deadner and covering up the holes with plexiglass, could I put something in there to help with the moisture? Maybe those little packs of whatever they are they you usually find in shoe boxes and stuff?
