Help me figure out this computer problem

I built a computer for my friend and it has been running fine for the past 9 months. The other day however there was a surge in the house and the breakers popped. When he tried to power the computer up, it won't go past the inital stage where you can enter the bios, flash the bios, ect. I'm pretty sure theres nothing wrong with the peripherals. Ram, video card, harddrive, power supply, they all seem to work fine. I'll admit I haven't tested the power supply with a DMM to see what kind of voltage I'm getting on the rails, but the cpu, fans, and everything seems to power up fine. The motherboard beeps 1 time, and the code for gigabyte (model S-series GA-MA790FX-DS5) says that everything has checked out fine (peripheral wise). With that said, I cannot get it to recognize any keyboard whatsoever. USB or ps2, neither will recognize, so I can't get into the BIOS or try to flash it at least. When it boots up, sometimes it will say CHECKSUM FAILED, which I assume has something to do with the bios. I've tried resetting the cmos by removing the battery and got nothing, and I get really do much without the keyboard. I also can't boot into a live cd, as I've tried window's and I got nothing. Is this motherboard fried you think? I'm running out of ideas.

 
I've tried 2 keyboards //content.invisioncic.com/y282845/emoticons/crap.gif.7f4dd41e3e9b23fbd170a1ee6f65cecc.gif. One was a USB and one was a PS/2, so neither port works. What I'm thinking is maybe the powersupply is screwed and the rails aren't delivering the proper voltage to turn USB on (5v) or boot the cpu properly (12v). But I'm not sure, and I need to get another ps to test it. I wanted some other advice from the gurus.

 
If I could get into the BIOS, I could probably do a lot more. But I can't even boot into a live cd, but that could be because my cd drive is set to 2nd priority...which I can't change without getting into the BIOS. So I'm like, W T F

 
Same as king ranch, when mine would turn on but not let you into BIOS or boot, it was time for a new motherboard. Got one for free with the purchase of the processor. Tell him to check out Slickdeals.net to find a cheap upgrade.

 
anyone know how to completely erase everything off the computer like its brand new and i dont mean system restore becuase its not making the comptuer any faster, and i dont have any disc to clean the computer up and delete it all
