I'm going to say that highs will give you a headache faster and give you a much more piercing effect, but that's only rupture-based damage. If you're listening to prolonged subbass you can stand to listen to it louder, and it puts a much greater amount of stress and pressure on your cochlea in your ear.
The increased pressure and longer listening is what causes the damage, and the subbass rattles the insides of your ear just like it rattles your trunk.
