HE2 Enclosure Problems

I have two RF HE2's in one of my cars with a Sony 1,00 watt 2-channel amp. I built a sealed box for them that is exactly 1 cubic foot WITH the sub installed. The subs used to be in a 1.5 cubic foot enclosure WITHOUT the subs installed so probably around 1.3 cubic feet. I wanted tighter bass that made higher frequencies sound better and more defined which i got but now my problems is the lows....they aren't well low anymore and the transitions from high to low is very muffled. What could be the cause of this....did i go too small on the box size? Could I maybe need a stronger amp to push them harder? Any suggestions would be helpful, thanks!
