Frozen sub = Blown?

I have an old school 15in kicker and its been sitting for a while. Its pretty much frozen and the cone doesn't move when I push on it, does this mean its blown? thats like my idq. cone is frozen and its hard as hell to move the cone and when you do you hear the vc scrapping on something
