Flat Black box?

Sanding paint isn't really the best idea. I would say do a few coats of spray paint flat black and then get the cheapest, most ghetto truck bed liner spray from an auto parts store. The ghetto stuff will leave a non-textured flat black coating. I know mine did when I used it. It was pretty durable too.

I would brush it on as it's a LOT easier and I'm guessing you're not looking for a show finish, so no reason to paint/sand/paint/sand....

You can brush it on very thick, so it'll cover minor imperfections. Just do one surface at a time, horizontal, so no runs/drips.
