What does Boost/cut mean for equalizers (parametric)? Most of them are +\- 15 to 18 dB. The more expensive equalizers are higher. Does this mean how much the equalizer can lower or raise the signal in each frequency range?
That's what it means. More is just more not necessarily better. You shouldn't need more than about 5dB of adjustment and whenever possible you want to cut rather than boost.

Someone who knows what they're doing with a 5-band EQ can make a system sound better than someone who owns a dual 31band EQ, but not know a thing about tuning.
