Do you have to top off battery bank with charger?

No because the amp is turned on. It won't hurt it to send power to it even though the amp recognizes it is off?
First off, current is drawn, not "Sent". The amp will be off and will be unaffected. What will "recognize"? These things are electronics and are not alive sir. I don't mean to be a dick I just don't understand what you are getting at with that.
