do all cars have voltage regulators?

i have a 98 4runner and i bought a 150 amp alternator from 4alterstart.com now the problem is that at idle the alternator is even weaker than my stock one. once i bring the rpm up to about 1800 it gives full power 14.2-4 volts steadily. i found a company that will make me a custom alter. pulley, a smaller one. would this be bad for my charching/electrical system? does my 4runner have a voltage regulator to stop the volts from going up after i install a smaller pulley? thanks people

 
My understanding is that all alts have voltage regulators. If they didn't, they wouldn't work properly. If you have a high volt battery, then you would need a high volt alt to compliment this.
