Normally you can set the SSF a half an octave below enclosure tuning and be safe, which would mean you could drop your SFF to the 16hz range. But you are surpassing rated rms on the sub by more than 50%, so Im thinking I wouldn't push my luck any more by lowering your SSF from its current position just to catch one oddball 24hz note. You could gain-down your amplifier output some and then adjust your SSF lower just to see if you can catch the note, or just keep the volume setting low.
If you do catch the note, and want to keep your new SSF setting, re-tune your gains to optimum while including a 24hz test tone in the procedure.
Also try changing the box location and which direction the sub/port faces. Laying the box over on its side, turned 180 degrees, or moved closer to the rear license plate could very well make a night and day difference in freq response.
