Diagnose this noise

Well before anybody tells me to use the search button I didn't find anything quite like this. Here's the problem.

When in gear (reverse and drive) there is this aweful whining coming from tweeters. While not in gear the sound isn't there, or if I'm in gear but i have the handbreak up the sound isn't there. This was tested with the RCA's unplugged from the amp. Now the volume of the whining doesn't go up and down with the engine.

I've tried regrounding the amps, headunit, and rca's. I've hooked up rca's from my GF's car to my amp. With the gains all the way down on the amp the noise is still there. I have no idea what to try next.

System is:

p960mp

eDi 6000's

jbl bp600.1

jbl p80.4

pioneer xm tuner

 
Tried two different amps and no dice...the noise is still there. I also moved the crosovers and tried them in multiple spots...no dice either.

Well my battery is in my trunk so the power wires are run in my trunk...there is about 3 feet of power wire between the distro block and the battery. The speaker wires get at the closest point about 6 inches away from the power wire.

This is what I have now found after about an hour of investigating. The sound is only coming from the right channel (switched up everything and i'm sure of this). There doesn't seem to be anything coming from the woofer. The PCM (powertrain control module...aka ECU) is about 9 inches away from the door grommet I have my speaker wire run through.

Once again I regrounded...moved it another 6 inches...i'm running out of places to ground this thing.
