So I can't measure the outside to make my cut? So it's 14" and they say cut the pipe 5" less then the length so that would be 9" then measure 4.5" and slap in an elbow?

If the port is longer it'll lower the tuning so I really don't care if it's exactly 33 hz. as long as I'm in the 30-33 hz. range I'll be fine.
