Officers are authorized to use department approved less-lethal force techniques and issued equipment for resolution of incidents to protect themselves or another from physical harm, or bring an unlawful situation safely and effectively under control. Neck restraints or similar weaponless control techniques with a potential for serious injury or death shall not be used.
Just a quick policy I found online from a police department. I don't specifically know what Baltimore's policy is, but the part about "neck restraints" and "with a potential for serious injury" sure does seem like what that officer did.

I agree to disagree. And so will the public opinion and the courts when this is said and done (assuming there was nothing significant that happened outside of that video prior to the recording).

Then have to talk about all the parts in an essay... I was shocked to find out the whole NAFTA agreement is 27,000 pages....

wow you have it backwards for sure....ill explain it for the 2nd time now....he was told to sit down and shut up AFTER he was in a neck restraint and put on the ground.

you can see in the video the cop trys to grab the board and puts the kid in a head lock then puts him down to get the board then gives him an order to sit down.

also nobody noticed the direct threat he said to the kid? he said to give "that attitude" (which there really wasnt any of even) to his father, and if he gave that attitude to him he would go up to the kid and smack him upside the head.

am i missing something? are we watching the same video?

He didn't choke, nor did he body slam anyone. Grabbing someone by the neck isn't choking them. Taking someone to the ground who isn't complying with the law isn't body slamming either...talk about an exaggeration.
complying to what? The only order the cop gave before laying the kid to the groud was "shut up!", which the kid did. "Shut UP!" is quite rude. The cop was basically setting a bad example to those children.

if that area is anything like where i live there are signs posted everywhere that say no skateboarding so yes he was doing something he wasnt supposed to.
now should that cop of reacted like that no. seemed to me the kid stopped and was being respectful. some of my friends when i was 14 woulda told that cop to lick his ball sack. you know that wasnt the first kid to get treated like that by him either, just the first time he got caught. probably just pissed he had to drive around in that golf cart. pissed he didnt get a real cruiser. guys at the station probably harass him all the time so he has to take it out on little kids ha ha

I have never noticed no skateboarding signs around the harbor. He is driving that golf cart, cuz you cant drive on the sidewalk. they have police cars and trucks parked at the ends of that harbor, the cops walk and bike and ride golf carts. Ive even seen a few of them on segways.

Even if he should have been hauled off to jail, he still shouldn't have been assaulted...
