you can pick apart the actions of any person at any given time, that has been proven fact many times.
the fact is the officer gave him an order, the kid was breaking the law, the kid did not listen so the officer made him comply. end of story.
and to whoever said police can only use force when they are fearful of their life is a crock of ****ing shit, they can use force when it is necessary todo so. Verbal commands have a limit and its usually either 1 or 2 warnings and thats it. end of discussion they will make you comply.
Just a quick policy I found online from a police department. I don't specifically know what Baltimore's policy is, but the part about "neck restraints" and "with a potential for serious injury" sure does seem like what that officer did.Officers are authorized to use department approved less-lethal force techniques and issued equipment for resolution of incidents to protect themselves or another from physical harm, or bring an unlawful situation safely and effectively under control. Neck restraints or similar weaponless control techniques with a potential for serious injury or death shall not be used.
