Well ok, i've recently been having problems with my router for about a week. I know it has to be the something with the router because when i connect the modem directly to my computer i experience no problems. The problem btw is that every minute or so my ping jumps to 1000-4000, then goes back normal and keeps doing the same thing over and over. But anyway i'm now thinking that it might not be the router because i bought another one, and im still getting the same problem. WTF can it be? It's not just my computer either because all the computers that are receiving connection from the router does the same thing. I'm running on LAN if your wondering BTW.

Try turning off all software AV, firewalls, etc first.

Then, turn on DMZ in your router config, check your router manual for how to get into the configuration if you are not familiar with that. I would not leave this on as it leaves all ports OPEN, but this should at least tell u if its a firewall problem or not.

i tried resetting router, even bought a new one because i ran out of ideas.

IT's cable internet.

I have the newest version firmware. Just double checked.
