The average joe doesn't build their own PC. Chances are, once you start reading up and buying parts, you're going to try a little occ.

The average joe user (like me) doesn't know what that mean nor cares.

Overclock means adjusting the freq. of the processor above the standard operating frequency by adjusting the FSB, voltage..etc.
