claims: through bank or paypal?

I never came upon this situation before so I'm just doing research in advance. If you're doing an online private forum deal (under $100) and using paypal as payment, as the buyer, should he/she file claims with paypal or directly with the bank?

Use a credit card through paypal and just do a charge back. Paypal HATES that, but ****'em
