Are all STIFFENING capacitors (the ones that everyone says are useless) made in the same factory (or same 2 or 3 factories) then modified cosmetically?

If you want deals on large capacitors, go to ham radio swapfests or other places where people sell surplus electronics and pulls from service...you'll find plenty of high value parts that work perfectly.
