Can i get some help with a new system of mine?

i'm not very good at picking a good set-up for bass. So i would like some input. I would like a two sub system, with decent sound quality and that hits pretty hard. I have nothing so it's like im starting from scratch. I would like to keep it as cheap as possible, prefferably less than $400, and if thats not enough for a good system just let me know and I will hold off on getting the subs, but if any cheaper is possible for a system that hits decently hard, let me know that too, thanks a head of time guys.
