Can a sealed enclosure be powered to be just as loud as a ported one?

If I'm not mistaken - PR's actually roll-off a bit faster below tuning than ported - but yes - technically a PR setup will be similar in performance to a ported enclosure.
I think they do to. But you usually tune them around 15hz or 17hz. so drop of at the low...is perfectly fine.

 
From what I've read, PR's shouldn't be placed vertically. Suspension doesn't like sitting that way and could get stretched out.
This doesn't make much sense unless you are talking about sitting that way for 6 years or more. A PR is basically a sub with no motor attached. Still has spider(s) and surround. Plus, you probably have less weight hanging off the cone than you do with a normal sub due to no voicecoil. Yes I know that you have weights attached, but I don't think that in most builds it weighs more that a voicecoil.

I have one of these and I can tell you that the surrounds are pretty hefty and tight.

 
As far as the right sub goes, I don't know enough to be able to say 100 percent that you need a high or low EBP sub to make a pr work. I have always used subs that favor sealed boxes in pr setups, but that's just me. My recommendation is to have a custom sub built expressly for a pr setup, that will solve all your problems.

FWIW, I had Team PSI build me an 18 for a sealed setup. When I asked him about going pr with that sub he said it would kick some serious bootay in a pr setup.
