Boat Stereo Issue

I have a 2007 Malibu Response tournament ski boat. It has 4 rockford fosgate speakers and a sony deck. From new when we turned on the stereo there was always like a wind noise with the music through the speakers. Even when the engine isn't running, there is static through the speakers. I pulled out the deck and it has a powered antenna and it looks like the ground goes to the side of the boat where many things are grounded. I'm not quite sure what to do. Now that I have time I want to fix it and may be adding a subwoofer while I'm at it. I know this is a car audio forum but someone out there has to know a bit about marine audio. Any ideas??

But still it should work fine. Many people have boats with stereos that sound clear. All my other boats stereo's sound good.
