Board over subs; advantage or disadvantage?

I've seen a few installes at some shows where they put a board/plexie over the subs/ports. Whats the purpose of this, and is there an advantage doing this? //content.invisioncic.com/y282845/emoticons/confused.gif.e820e0216602db4765798ac39d28caa9.gif

 
Like a loading panel? It can help with mechanical power handling in the lower frequencies for sealed enclosures but I'm not sure why you would use one over your port. It seems like it would lower your tuning frequency if placed too close to the port.
