best way to fix rut?

knock off the flakes and use a rust converter (available at autoparts stores or lowes/hd) to convert the rust to a black iron oxide. then you can paint over it
meh... its better to do it right the first time. All though that works sometimes I would really recomend fixing it the right way.

What is rusting exactly? Quarterpanels by the wheel well?

yes drivers side is all the way through, passenger side not yet

depends on how bad the rust is IMO....if it is horrible cut it out and weld new...if not too bad grind prime and paint

for a cheap fix, go with the converter

 
the only way to fix the honda rust , yes that placement and type of rust has a name because it happens on every honda ive ever seen lol, is to cut it and weld it.
Not every honda, just most, my friends honda has never seen rust and same with the 91 i am picking up next week, no rust what so ever //content.invisioncic.com/y282845/emoticons/biggrin.gif.d71a5d36fcbab170f2364c9f2e3946cb.gif
