Best sub/amp setup for 250$

Friend of mine has a 94 accord 4d...already has power wire and everything ran just swapped setups, he has 250$ to work with for the sub(s) and amp. Anybody got any decent reccomendations? Hes wanting a pair of 12s but im gonna try to talk him into 1 15" ported or 2 sealed. Ill be building the box for them and will most likely be ported if he goes with 12s. He wants to go new. Hes paying me 75 for the box, so im thinking maybe a cheaper crunch amp, and like 2 cheap lanzar 15"s or something will get him the most bang for his buck. If we go with 15"s it will be subs up port back, 12"s will be subs back port back

That was one of my suggestions. His last setup was 2 shitty hifonics 12"s and a crunch 1100.2. It was ok but wasnt really impressive and sounded like complete shit. Im spending his money so im gonna try and get something to outperform that setup, should be easy.
