Best Speakers for under 70

Yep, my buddy is on an extremely low budget because he is spending it all on rims and tires. He just wants to get a pair of speakers to put in the front to replace the blown ones he has now. They will be run off a head unit. The car is a 99 Galant with 6 3/4" holes. What speakers would be the best for the money and power supplied?

Shouldn't he get a pair that is closer to the rms he will be putting into them, or will these still sound good with less than 20 rms
