The way it used to work the only person with banning powers was the site Admin.

For whatever reason(s) Goob (the Admin) is absent more often than not and a bit of a battle due to another member resulted in regular mods being granted banning authority.

No, it isn't voted on. If it were half the people banned by MikeOfTulsa never would have gotten banned for any amount of time I would wager...
