Bad preouts?

I have a pioneer 7700mp head unit, Diamond D1000.1, and an Obsidian 15. When I turn my car on the sub kicks a note, not related to music. When I turn the gain about half way up, the amp just sends the sub a weird signal note, not related to music and sounds absolutely horrible and doesnt stop unless the car is turned off. I bought new rca's to test, and grounded the amp out better. Pretty sure the amp is fine, I bought from a friend and heard it in his car sound just fine.. So the only thing I can think of now is that it could be the preouts? Any help would be completely appreciated as I am suffering from the lack of BASS!

with the power off remove one of the rca's and test and try the other one see if one or both is making noise. Is your rca's ran close to your power wire to the amp?

The RCA's are ran on the opposite side. But i also i have an extra pair i ran straight from the deck to the amp without tucking it anywhere and still has the same result.
