Auto Green Light?

Just recently on a trip to walmart I noticed that every single intersection I came accross the light turned Yellow/Red... Iunno bout you guys but I hate that shit... Anyways a friend informed me that there was a item selling on ebay that electronically sends a message to the light and turns any intersection green. Anyone heard of it or is it a Tall Tale?
