I haven't read through past the first page, but you're misunderstanding how eBay works.
The other bidder doesn't get to choose what he wants to up his bid by. All he did was list the maximum price he was willing to pay, and the system automatically bids in certain increments.
i.e. If you bid $100 for an item that is currently at $70 and the increment is $5, you will actually bid $75 for the item. If someone else bids $80, the system will bid again for your and bump up the price to $85.
