Now they want me to send in a copy of my ID, proof of residence, and social security card. Well, that ain't happening. I'm sorry but I don't do the giving out my SS card to people. Who else can I use for payment to ebay and to securely receive and make payments?

I have no money in my account. I've seen too many threads like this one to keep money in my account. I was applying for a Paypal debit card so I could use and withdraw the money when I needed to (like to pay for shipping fees if I sold something). Then next thing I know, my account is limited. If I had $1100 dollars in my account, it would be on! They would have to send the money back to the sender (which I hope would be able to make a MO since they would have my item already). I guess in either case, I'd be screwed.

send it to them and see what they say,they never asked me for that info in the 10 years i've had paypal!
