Amplifier Turn On Issue

So I have an IA20.1 I was putting in this morning. Power wires hooked up, RCAs hooked up, Subs hooked up, and everything is in its correct place. I hook up the remote wire, turn on the car, and nothing happens. I also have an IA3.4 that is hooked up from the same power source and same remote turn on source and works with no issues. I have also verified I get 12+V at the power inputs and the remote turn on input.

My troubleshooting:

As im troubleshooting, I notice that when the amp gets a 12v signal on the remote turn on input, you can hear a relay click, but neither the "On" nor "Protect" Light lights up. Thinking it is just a light issue, I test the outputs and still nothing. No burnt marks on the board and no noticeable burnt electronics smell.

Any suggestions on what to check for next? I am going to go back through and make sure there isn't a loose wire somewhere. I did pull my meter out and poke around the board a little to make sure I was getting voltage everywhere I am supposed to and it seems ok, but I could be wrong.
