Amp Voltage Cycling to Subs

My little brother has 2 eD subs (I am not sure of the model anymore) and a MTX amplifier. Problem is when the amp is turned up past the second notch/mark, the power cycles through the amp into the subs creating a long pop/feedback, then stopping, and then cycling back through until the amplifier is completely discharged. This is terrible for the subs as it makes them pop and I am curious on how to fix it. With the gain that low, the bass adjustment on the OEM headunit has to be raised fully and the remote adjustment knob fully turned clockwise.

What can I do to fix this so that I can have the gain at least a little higher?
