Amp Not turning On....Advise?

Hey guys whats going on, I know my son has been using the S/N for help with his Small Project he has going on. I guess he went out on Clist and bought a Orion 5Chann amp. The guy said a store took it out, and it worked fine. He is saying that it is not turning on at all. So I took a look and I dont see nothing burnt out, We are getting the correct voltage to the terminals, via DMM.So Not sure where to look, I even relocated the Ground to see if that was the case. The seller of the amp claims it works and that I should have a look else where.

Me im not sure where to start, There is a power light and it is not turning on at all.

any help or advice would be great as im new to these orion amps, and been very ill the past week.

So I think this is the culprit to the amp. Seems like he fryed it or went a lil crzy with the soldering iron. I am getting 12v to the amp, and to that fuse, if I ground my dmm to the ground and touch the positive to one part of the fuse. but the amp doesnt turn on, the fan doesnt spin, the power light not turning on, but i know there is power thruought the board because I can touch certian spots with the light tester and I can see where I have 12v or ground.

Whats your take guys?

 
I'd send the seller that pic and ask him what this is about.. kind of sounds like he tried to fix something,screwed the pooch and handed it off to someone else

That looks like a hack solder job...its sure not factory...Hopefully its just a cold solder joint and can be easily fixed...
