Amp has power, sub has little movement

I got got a new amp, Hifonics BRX1600.1D, installed it today. Powers on fine, everything is connected fine, but it's not bumping my Power Acoustik FUBAR. I tested my other amp, Kenwood KAC, works just fine and bumps the sub no problem. The gain has to be almost all the way up for the sub to move a fraction, which I know isn't right.

There's no master slave switch from what I can see, and I tried measuring my amp output with a DMM, couldn't get it above 10v, when in an ideal situation it should be ~48. Sub shouldn't be blown since my other amp powers it fine. I have it wired in at 2 ohms. My amp puts out 1200 rms at 2 ohm, and the sub is 800 rms, so it should be getting more than enough power. Any suggestions?
