Amp current pull...

anyone know what kidna amperage an amp pulls at rest? Simply hooked up?

Specificaly im running a tsunami 1800 off a 2amp limited power supply with 12 volts. Its turns on, and then it reads 2 amps and drops voltage to ~7.3, so obviously its pulling more than 2 amps, which seems a little high. I am a little weary about hooking it to a battery simply because i just repaired it and im not sure if its FULLY fixed and i dont want to blow the 16 fets i just put back in. Thanks a lot...
