2 vs 4 speakers, What is the loudest option

Hi.

I have a 4 channel amp. It produces 4x40w RMS or 2x130W RMS bridged (Kenwood KAC-6405). I was wondering what would be the loudes option. I`m going to make enclosures for the speakers, but I am debating having 4 cheaper 5" speakers vs having 2 more expensive 6,5" or 8". I am running a separate sub with its own amp. I`m not very concerned regarding having super high quality speakers as this is a budget build, just wondering what would give me the loudest bang for the buck.

4 speakers equals more surface area, but having two speakers would enable 100w more RMS power.

In my opinion, if you're running a sub with its amp, 2 more expensive 6.5" or 6x9 will be the loudest option

'cause it can use full popential power of 100 RMS system.

 
I`m actually mounting them in my boat. It is a 14ft daycruiser, and I was planning to build slanted enclosures, and put them under the deck. In terms of a budget I`m thinking 180$ for either 2 bigger speakers or 4 smaller speakers.
