You would buy 2 Ohm subs (or dual 2 Ohm subs, single or dual 4 Ohm, quad 1 Ohm, single 8 Ohm, etc.....subs come in all kinds of voice coil configurations) depending on what kind of available power you have to drive subs with to make the most of what you have to work with.
Have a read through the stickied tutorials in the wiring section to gain a better understanding of what exactly the resistance value (measured in Ohms) of a given speaker means.
If the L7s that your brother purchased are dual 2 ohm subs (meaning that it has two voice coils that the nominal impendence of each is 2 Ohms) each sub by itself can be wired into a 1 Ohm or a 4 Ohm load.
With multiple subs it gets a bit trickier -

Figure out the output capabilities (RMS ratings, though - peak power is an irrelevant number) of the amp(s) that you're going to use. There will be multiple ratings as power output differs from one resistance load to another, most times.
