Yeah I could see where that would be a thought. A lot of times though people fail to realize and you should know they use stuff like that as probable cause to pull you over and look for other violations. Depends on what you present as and what they are doing. We don't know a lot of times what their orders are. They could specifically be looking for someone or something and tie that in to vehicle stops. I think a lot of animosity towards the police happens from lack of knowledge about what they are.
They also MUST follow orders which makes them the bad guys but really it's the political morons forcing it. As an example there's a slowdown in N.Y. because they are pissed off at being hung out to dry. They have stopped giving out violations among which you listed one, parking violations, Drinking in public.. basically they stopped issuing money making violations. Now the higher ups are threatening them with sanctions for not issuing those summons. Like being pissed at them for pot violations...Well it's the law not like they can just decide NOT to enforce them. If they stopped an I.A. agent carrying pot and let them go they could be sanctioned for not doing their job.
