If not, then what end do you think drug testing will achieve?

I'm not psychic. I can't tell you how many would fail the test. But I will virtually guarantee that if you tested the 6,000 people per day that go through the White House, there will be more than one that tests positive.

Approx 42,000 people visit the White house PER WEEK.
About 1.7% of the US public over the age of 12 have used cocaine in the past year.
Statistically, that's about 714 coke users going through the WH per week if they were all over 12. If only HALF of the visitors were over 12, then it's still 357 people per week.

Explain what a drug test of all people who could have dropped the coke would prove.
Explain why you think it would be OK to force people (workers and the visiting public) to get tested for cocaine use.
