Sundown SFB 3000D Clipping

I have a Sundown Audio SFB-3000D Amp wired at 1ohm. I have the gains set somewhere between 1500-1800 watts. I have an xspower d3400 and a mechman 260amp with a "big 3" 0 guage ofc kit as well as 0g ofc amp power and grounds. This amp should be able to do 3k watts rms @ 1ohm, but I'm clipping around the 1700w range. Any ideas why?
 
Does the radio volume goes to 45? If no, then the volume may be too high. Are you reading the clipped signal with an oscilloscope or does the amp have an indicator?
the radio maxes at 40 and idk how accurate it is but I used test tones to see when I could hear audible distortion from the speakers, and it's night and day from 30 to 31. And yes, the amp has a clip indicator.
