Either sub will do fine off that power level. Will really come down to enclosure/music preference...

I ran an 18'' Zcon on a Memphis 4k and an Opti 4k.Sub took it with 0 issues.Sound quality was nice as well.Hit all the notes i wanted it to.Regret getting rid of it.Havent ran the hdc4 but it's on my list.

With that power and space, i'd go for the better sq of the ZCON.

Even on lower power the hdc3 out performed the hdc4 until about 4k power thats when the hdc4 really took off and seperated they take so much power cause they use the power so Inefficiently since hour running lower power relatively I would go with a more efficient woofer to bettrr utilize that power.
