WTF at this pic

It's from a branch of German Gov't that was done away with in the late 50's.
It was called "Haagendroitstrum", which meant "The Watchers".

It was supposedly a group of doctors who were doing some sort of experimentation with skin grafting and facial reconstructive surgery.

Not sure about this particular picture, but maybe they were going to experiment on that little girl next???
