Wiring Harness

The other day I went to have my car smogged, when the mechanic started the test the computer was saying that my car had low voltage, it turns out that my oem wiring harness needs to be replaced wires are exposed and are corrided, he told me that to order a new one would be $658. I was wondering if anyone knows where i can find a new one for cheaper?

 
don't tell us what it is or anything.
You should just be able to pull the bad wiring and replace it with splices.
Its a 97 Dodge Neon 2.4L Dohc

the problem is with pulline the bad wiring is that most of the insulation is melted together from it being to close to the engine and its "all hard as a rock" as the mechanic told me so pulling the wiring is kind of out of the question I believe
