The wording here is purposeful. It's drafted to indicate that 240,000 votes are being cast without ID being verified. This is not the case (spelling errors are due to the pdf being a scan of a scan).

They are using the number of blank ballots mailed out without ID to be the number of CAST ballots that are accepted without ID.
They are two very different things and one is radically smaller than the other, but they want to to use the bigger number to create a narrative.

Furthermore it would take many man hours and many people to verify all those ballots before they could be counted. It is stated that instead of doing that, they CAN and DO just count the ballots anyway. Sometimes "fixing" them just to put them through. All illegal acts. They have used these unverified ballots before instead of letting them sit there waiting for I.D. verification. Thus the concern and reason for the letter when it was known that now 250K+ ballots have been mailed out.

One thousand people who have to stay silent. None of which can be a Republican or Democrat who accepts the job simply to blow the whole operation wide open. Then there is the overhead. The money has to be paid by someone. The people have to be recruited and organized.

But before that, someone has to put in 240,000 ballot requests that are mailed to the verified address of the voter. Then someone has to go steal the blank ballot from their mailbox on just the right day.
240,000 mail thefts. People driving and walking to 240,000 mailboxes. 5 minutes to 1 hour per mailbox. Up to 240,000 labor hours. That's 6,000 people working a 40 hour week just to get the blank ballots.

Then, we have to be sure that 240,000 people will not notice their ballot has gone missing, and when it is replaced, that no one will notice 240,000 people are shown to have voted twice. Because it IS recorded whether you voted or not. It's public record.

The logistics become staggeringly impossible when you really start looking at all that is involved to pull off such a crime.

And if there is one thing we know without a doubt about crime: The more people involved, the faster it gets figured out.

I'll use the best buy analogy: If a carton of 10,000 unloaded $50 Best Buy gift cards gets stolen, did the thief get $50,000 in gift cards? No.

Sending a blank ballot to ANYONE does not mean a vote fraud was committed. The potential fraud occurs once the vote is recorded inaccurately. They could have sent out a million ballots and it wouldn't matter as long as the recording of the vote is done properly.

So, HOW MANY VOTES WERE CAST WITHOUT PROPER ID? That is the only number that matters.
They conveniently leave that out. Why?
