I already covered that. Because private for profit corporations in the US find it more efficient and profitable to import oil from overseas and export domestically produced oil. There are myriad of reasons this arrangement is more efficient.

US oil companies buy and import oil to refine because it is less expensive to do so. - I agree.

The US Government owns the lands they lease. - Would you agree?

To lease something means you are paying money to use that thing. - Agree?

The government owns some land, but leases to oil rights are also sold by private entities.

The buyers set the price for the Federal lease. They are sold in an auction.

Because the GOVERNMENT owns those lands. Giving them to specific private companies would be favoritism.
Auctions give all the private extractors a chance at the rights.

Can you tell us if you are trying to make a point with your questions? It might just be easier to make whatever claim you want to make, instead of your circular tap dance.
