how do i get windows media player to play downloaded videos

Right click the file. Then where is says "open/play with" scroll down to Window Media Player.

when i try to play the video this pops out

Windows Media Player cannot play the file. The Player might not support the file type or might not support the codec that was used to compress the file.

I think it has to do with what format the video is in. When I get this problem, I just try to find another copy of the video in a different format.

?? what's the file extension?

With the right codecs, windows media will open everything, including real audio/video and quicktime (although neither can actually be added to your library)
