The update won't effect the 3g version, and the GPS can't be used without internet.... so no you can't use it as a GPS.

You can currently use google maps now with just location settings on. its asks you to use wifi to make it better. Common man, know your stuff before trying to overthrow the teacher

If he doesn't have a sim card then the phone has no internet over cell service, so either he uses Wifi or has no internet at all, with no internet the GPS feature doesn't work since it loads the map off the internet. And you just said it, 3gs, 4, and 4s, not 3g.
