It really depends more on the box and install than just the power.

#1-Vehicle matters alot. He has a blazer, open back where subs get louder than a truck car.

#2-His box may be ported, giving his subwoofer a better output.

#3-Don't waste 500-600 bills on that equipment. Use the classifieds. Hell for that money I'll send you my set-up and it'll be 5x louder than either of those set-ups.
