because there's no way of telling how it's gonna react without testing it with real world results.. Everything could be good on paper but once you put it in the car, it's a totally different story. You're gonna need an RTA and maybe a few trial and errors to really get it right. Having the car physically in front of you and testing it will cut out all the what if's and but's.^^^ why is that necessary?
