If you underrate your subs, you help protect the company from idiots like stated above. Either overloading a sub thermally (by RMS or by clipping) or mechanically (RMS or poor box design).
Only way to really predict how a sub will respond is to look at the curve in various box designs. If you want a smooth output across a wide range, its gotta be tuned pretty close to 28hz or the Fs of the driver for SQ.
Too many tricks for SPL, completely different game...
